PICTURE EDITING APPARATUS AND METHOD

PROBLEM TO BE SOLVED: To enable utilizing effectively a recording medium by erasing needless pictures of the recording medium and performing arrangement of records in a short time with simple operation by practical constitution. SOLUTION: Visual decision of a start position of an effective picture part of the recording medium 1 in which title video recording including needless picture part is performed is received by a preservation start position receiving part (start position receiving means) 6, information of video recording of the effective picture part is received by a preservation time input receiving part (preservation time receiving means ) 7, needless picture parts of the front part more than the start position of the title video recording of the recording medium 1 and needless picture parts of the rear part more than a position which is preceded by the informed video recording time from the start are erased, needless picture parts of the recording medium 1 are erased automatically, and records of the recording medium 1 are arranged, based of videotape recording editing of editing processing part 5.
