SOLUTION: This medium issuer has: a calculating part 15a for issuing a medium of a purchase desiring amount in response to an amount of money input from an input port part and calculating the balance between the amount of the input money and the purchase desiring amount; a bill processing part 13 for releasing the change on the basis of calculating the balance by this calculating part 15a; a coil processing part 14; and a control part 15 having a plurality of display operation parts for displaying the kind of change and setting the kind of change by selectively operating the display operation parts when releasing the change by the bill processing part 13 and the coin processing part 14.
