Zusammenfassung:	PROBLEM TO BE SOLVED: To generate a policy group which can be used for substitution of two policy groups. SOLUTION: This device comprises a similarity calculation means 13 calculating a similarity between two policy groups and determining whether or not the similarity is a threshold or more; and a policy group generation means 14 appropriately generating, when the similarity is the threshold or more, based on each policy set consisting of a policy within one policy group and a policy within the other policy group, a policy containing a same subject name in the policy set, an object name consisting of object names contained in two policies forming the policy set, a same access method name in the policy set, and a same permission set value in the policy set, and generating a policy group consisting of policies generated thereby and having a same object name.
