SOLUTION: A base ceramic 11 is formed with a tip diameter D2 in the vicinity of a tip of the base ceramic 11 thinner than a base diameter D1 in the vicinity of the base ceramic 11 exposed from the metal outer cylinder 3, to be brought into two stages by providing a diameter difference in the diameters of the portion exposed from the metal outer cylinder 3 to a tip side in a ceramic heater element 4.
