SOLUTION: This regulating method includes regulating an inner wall profile of the furnace body so that when a main raw material is charged into the furnace body of the converter having a top and bottom combined blowing function, a height Hi inside the furnace of the furnace body, the inner diameter of a throat R and a volume Vi of molten steel which can be retained by the furnace body when the furnace body is tilted at 90 degrees toward a tapping side satisfy the expressions of: 2.2624ln(R)+4.4642≤H≤2.2624ln(R)+6.2856; W/2.25R2≤Hi≤W/1.50R2; and Vi/(W×0.94/6.9)≥0.35.
