PROBLEM TO BE SOLVED: To provide an image analysis system which captures a wide-area state of disaster appropriately. SOLUTION: A surface height data calculation section 201 creates first and second DSM data on the basis of a combination of first and second satellite data. A surface object calculation section 202 creates first and second surface object data on the basis of a combination of the first and second satellite data. A ground height data calculation section 203 creates first and second DEM data on the basis of the first DSM data and the first surface object data and the second DSM data and the second surface object data, respectively. A disaster area decision section 204 creates disaster area data on the basis of the first DSM data and the second DSM data. A disaster scale calculation section 205 calculates a disaster area value and a disaster volume value to estimate the scale of disaster on the basis of the disaster area data, the first DEM data, and the second DEM data.
