Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a blood sugar suppressing substance to be substituted for the function of insulin to lower a blood sugar value and an administration method which are high in safety, low in price, and largely enhance the QOL of patients of diabetes and hyperglycemia. SOLUTION: The blood sugar value suppressing substance of the invention consists of a compound which can electrolytically dissociate phosphate ion PO43-in an aqueous solution, especially consists of an inorganic salt or acid, and for example, which is formed as a compound having at least one kind selected from the cation group of Na+, K+, H+, and NH3+as an alkali ion.
