Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a cash card fraudulent utilization preventing method and an ATM for preventing fraudulent deposit withdrawal from the ATM by performing individual authentication processing at the entrance of facilities where the ATM is installed and limiting the user of the ATM to an approved person. SOLUTION: The fraudulent card utilization preventing system comprises: a cash card composed of an IC card having both contact system and non-contact system; the IC card reader-writer of the non-contact system provided near the entrance of the facilities where the ATM is provided; and the ATM for performing transaction processing by using the cash card. The IC card reader-writer is provided with a means for writing gate information to the storage means of the cash card in the case of approval in the individual authentication processing. The ATM is provided with: a means for reading the gate information stored in the cash card; a means for collating the read gate information with gate information registered beforehand; and a means for performing control to a state capable of the transaction processing utilizing the cash card in the case that they match in collation.
