PROBLEM TO BE SOLVED: To readily confirm information, in particular, using a handy terminal or the like for collecting the gas information in the inspection of a meter or the like, through communicating the information to the outside, when a using appliance is determined by a signal from a flow-measuring means. SOLUTION: This instrument for measuring flow velocity or flow rate is provided with a fluid measuring means 11 arranged in a flow passage to measure the flow velocity or the flow rate, a storage means 12 for accumulating the signals from the fluid-measuring means 11, an appliance determination means for determining the appliance installed downstream, based on information from the storage means, the first communication means 13 for the communication with the outside, and the second communication means 17 provided in the outside for the communication of the signal with the first communication means 13, the appliance determination information is confirmed at a location away from the flow-measuring means.
