SOLUTION: The light modulated glass 1 has a glass plate 7, a thin film 2 consisting mainly of tin oxide and a thin film 1 containing vanadium dioxide and consisting mainly of vanadium oxide. The crystallinity of the thin film 1 consisting mainly of vanadium oxide is improved by the thin film 2 consisting mainly of tin oxide. Even when the thin film 1 has a thin thickness of 10 to
