SOLUTION: The number of passerby is counted, and stored in a first storage part, and image data obtained by photographing a person in a predetermined range around advertisements with a predetermined time interval are stored in a second storage part, and a face is recognized from the modeling arrangement of the person of the image data stored in the second storage part, and the number of persons facing to advertisements is counted, and information stored in the first storage means and information stored in the second storage are transmitted to a management server, and the display effects of advertisements are evaluated by audience rating from the number of passerby and the number of persons who is recognized to view the advertisements by a management server.
