PROBLEM TO BE SOLVED: To generate a video image output to a display apparatus in order to display a video image for providing program contents of an associated program on the display apparatus without disturbing viewing of a program video image. SOLUTION: A program output apparatus 1 includes: a viewing state program information acquisition 14 for acquiring viewing state program information being program information associated with a program video image during viewing; a program information acquisition section 13 for generating a program information database 31 including program information items of a plurality of programs; an associated program information extract section 15 for extracting the associated program information being program information of an associated program associated with the program during viewing from the program information database 31 on the basis of the viewing state program information; and a composition section 18 for generating a composite video image resulting from composing the program video image during viewing with the associated program providing video image of the associated program corresponding to the associated program information. The composite section 18 sets first and second partial display regions in the composite video image, reduces the program video image during viewing and inserts the reduced video image to a first partial display region, and inserts the associated program providing video image to the second partial display region.
