Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an electronic lottery method and device capable of efficiently performing a lottery even if the number of a variable value X is large. SOLUTION: A fixed value S and identification numbers of lottery applicants transmitted from respective lottery application terminals 20A and 20B are stored in a storing part 101. A calculating part 102 calculates a Y value by the fixed value S and the variable value X, and calculates a winning threshold Th by p×n when the range of the Y value is 0≤Y≤n with the ratio of the number of winning lotteries as p.
