Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a heat exchanger with improved moisture recovery performance and exhaust heat recovery performance by reducing thermal resistance caused by a water film. SOLUTION: The heat exchanger 1 carrying out heat exchange between exhaust gas including moisture and cooling water cooling the exhaust gas, to carry out exhaust heat recovery and to recover condensate from the exhaust gas, is characterized by that it is provided with a heat exchanger tube 41 provided extending in a substantially vertical direction and passing the cooling water through an interior, a scoop shelf 53 provided in at least one place in a longitudinal midway part of the heat exchanger tube 41, and blocking a downflow of the condensed water flowing down a surface of the heat exchanger tube 41, and a transfer means 55 for transferring the condensed water wherein the downflow was blocked by the scoop shelf 53 downward.
