The controller 13 controls the speed and power of the hydraulic actuator F by controlling the rotational speed of the electric motor/generator 4, and controllably suppresses the pressure fluctuation by controlling the variable displacement of the variable displacement pump/motor 6 while performing the feedback of the AC component of a differential pressure between the front and rear sides of the variable displacement pump/motor 6.
