SOLUTION: The alkaline reducing water having a required oxidation-reduction potential and a required pH value is obtained by making granular and/or powdery magnesium contact with water to cause magnesium to react with water to generate a magnesium ion concurrently with magnesium hydroxide and hydrogen.
