Zusammenfassung:PROBLEM TO BE SOLVED: To prevent a short circuit between a CF (color filter) substrate and a TFT substrate in a liquid crystal panel. SOLUTION: An insulating film 6a is formed on the entire surface on a transparent conductive film 4 in a peripheral part, excluding a common terminal 5, of a display region 2 of a CF substrate to be used for a liquid crystal panel, so as to protect the transparent conductive film 4 in the peripheral part of the display region 2 with the insulating film. If a foreign matter such as a metal deposits on an alignment layer on the transparent conductive film 4 corresponding to the peripheral part of the display region 2 and penetrates the alignment layer upon joining the CF substrate after the alignment layer is formed with the TFT substrate, contact between the foreign matter and the transparent conductive film 4 can be avoided by the insulating film 6a and therefore, a short circuit between the CF substrate and the TFT substrate can be avoided.
