SOLUTION: For the determination of the threshold, it is determined whether or not the required frequency to the request for an on-vehicle LAN 3 is deviated from the normal request frequency stored in a RAM 8, or whether or not the request interval to the request for the on-vehicle LAN 3 is deviated from the normal request interval stored in the RAM 8.
