SOLUTION: This cosmetic composition is characterized by containing (A) a (co)polymer comprising (a1) 55 to 100 mol.% of hydrophilic group-having constituting units, (a2) 0 to 15 mol.% of constituting units comprising a (meth)acrylate having a ≥12C hydrocarbon group, and (a3) 0 to 45 mol.% of other constituting units, (B) a specific surfactant, and (C) water, and having a viscosity of 30 to 1,000,000 mPa s.
