Zusammenfassung:PROBLEM TO BE SOLVED: To plan the best dispatch plan within a certain period of time while keeping an inventory for a plurality of customers appropriate. SOLUTION: When receiving an instruction to create delivery data along with the names of customers and the designation of dates, a delivery data creating part 21 creates delivery data that specifies reference delivery dates and the amount of delivery based on an inventory and the amount used per day. A delivery slip confirmation part 22 receives the designation of the names of customers, delivery dates and the amount of delivery and, based on information about the inventory for corresponding customers, calculates the date when the inventory is less than a minimum and the inventory on that date. An initial solution creating part 31 then uses the delivery data to create an initial solution. An optimization calculation part 32 sets an improvement plan for the solution about the delivery slip of the initial solution and creates a first delivery plan based on the improvement plan and calculates an evaluation point for a dispatch plan created based on predetermined calculation information and weighting information.
