PROBLEM TO BE SOLVED: To realize a transmitter capable of reducing a load of a receiver. SOLUTION: A host computer 17 for controlling includes a division processing part 81 for dividing a data row to be sent into a plurality of partial data rows, sending the partial data rows to a programmable indicator, and storing the partial data rows in a memory 36a of the programmable indicator, and a command generating part 82 for sending a command when a malfunction notification indicating storage failure to the memory 36a is received from the programmable indicator, and when transmission of all of the plurality of partial data rows has succeeded. In the command generating part 82, if the transmission of the data rows is an initial command transmission relevant to the transmission of the data rows, a writing command to a flash ROM 36b is sent as the command, and if it is a command transmission of a second time or more, an adding command is sent for carrying out addition to the partial data rows that had been written until then.
