PROBLEM TO BE SOLVED: To suppress unnecessary power consumption of a battery in a transmitter constituting a LAN driven by a battery. SOLUTION: Following processing is carried out by an ECU for the transmitter constituting the LAN. Namely, analog information is inputted from a luminance adjustment knob 5 at a step 11, the input information is converted to digital information at a step 12, it is determined whether the obtained newest digital information is over a hysteresis band 16 set to the digital information acquired last time at a step 13, and it is decided to carry out event transmission at a step 15 when it is over. At the step 13, in order to detect only required fluctuation by removing fluctuation within the hysteresis band, the hysteresis band 16 is set considering the degree of fluctuation of output caused by the characteristic of the input source of the analog information.
