Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a copying management system that realizes a charge collection system with respect to the copy of publications at a relatively low cost, and can determine that the copy is performed legitimately, for the duplication. SOLUTION: A copying machine 10 has a bar code reader 70 for reading identification information comprising a bar code formed in a book, and transmits the identification information read by the bar code reader 90 prior to the copy and set copying conditions to a copyright management server 200. The copyright management server 200 identifies the copyright information of the publications, corresponding to the identification information, and determines charges to the copy based on the identified copyright information and copying conditions for transmitting to the copying machine 10.
