SOLUTION: The moving image converter 34 for reducing the number of frames of the moving image 40 in the moving image 40 in which the plurality of frames 401 are switched at a fixed time interval and transmitting it to a communication terminal 20 comprises: an extraction condition storage part 31 storing an extraction condition for extracting a specified frame 401; a frame extraction part 341 for extracting the frame 401 satisfying the extraction condition from the frames 401 included in the moving image 40; and a frame transmission part 340 for transmitting an extracted frame 421 which is the frame 401 extracted by the frame extraction part 341 to the communication terminal 20.
