Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a personal information delivery system, method and program eliminating the need for users to disclose personal information to service providers, while allowing the service providers to easily obtain users' personal information. SOLUTION: A user terminal 10 issues a personal information use right certificate including the requirements for using the user's personal information to a service provider terminal 20. The service provider terminal 20 sends the certificate to a personal information management device 30 to request a process that uses the personal information.
