SOLUTION: A current detection means 9 detecting a value of current carried to the motor 4 and a drive circuit 2 having a switching function turning on and off electricity carry to the motor 4 are provided. When motor current effective value at a cold time of a predetermined section is defined as Ic and motor current effective value at a hot time is defined as Ih, electricity carry to the motor 4 is turned on and off by using the drive circuit 2 to satisfy inequality Ih≤Ic.
