SOLUTION: The evaluation method comprises steps of providing a generic objective function, based on fuel bundle movement; setting it as a reactor constraint problem objective function; receiving at least one variable value of credit terms related to the proposed solution; receiving at least one variable value of penalty terms; and forming the performance index of the proposed solution, based on the credit term variable and the penalty term variable by use of the object function.
