Zusammenfassung:PROBLEM TO BE SOLVED: To improve an electrode excess voltage at an oxygen electrode of a proton exchange film type fuel cell in an electrode catalyst covering agent disposed on a catalyst layer of a gas diffusion electrode constituting the fuel cell and formed of a chemical compound having a proton exchange group. SOLUTION: Equivalent weight of a fluorine-containing polymer forming the covering agent is limited in a range of 1,080-840 g/eq in terms of a precursor polymer having -SO2F in its terminal.
