PROBLEM TO BE SOLVED: To eliminate the necessity of human labor for measurement operation. SOLUTION: When a radio wave is received, communication is established according to the communication rules of RFID (122, 124), device ID information is received (126), and whether communication permission information is C or not is decided (128). When the communication permission information is C and the received device ID information indicates ID corresponding to a controller (130), control information is received from the controller and stored in a RAM (131), measurement information stored in the RAM is transmitted to the controller (132) and the communication permission information is switched to S (134). When the communication permission information is S and ID indicated by the the device ID information is ID corresponding to an information detection device (136), the control information stored in the RAM is transmitted to the information detection device (137), the measurement information is received from the information detection device and stored in the RAM (138), and the communication permission information is switched to C (140).
