PROBLEM TO BE SOLVED: To achieve a vehicle color determination device and a vehicle retrieval system, capable of improving data transfer efficiency and vehicle color determination accuracy in spite of an easy method independent from high-level image processing, and accurately performing vehicle color determination of a vehicle painted in a plurality of colors and vehicle color determination in a case changed in illuminance, which are problematic in use in the actual environment. SOLUTION: A vehicle color recognition part 112 receives a color image 4 from an image data receiving part 113, and acquires a license plate coordinate 242 from the file name of the color image 4. Taking the license plate coordinate 242 as a reference position, a vehicle color determination area 241 with a predetermined distance from the reference position is set, and a vehicle color is determined from color information of the vehicle color determination area 241.
