SOLUTION: A surface treatment agent such as a metal alkoxide comprising a metal such as Si is added to hexaboride particulates dispersed into a solvent, so as to be mixed. Simultaneously with the addition thereof, or before or after that, a boron-containing aqueous solution is added, and, while the decomposition of the hexaboride particulates is suppressed, a coating layer composed of a coating compound essentially consisting of a metal oxide such as SiO2is formed on the surface thereof.
