Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a resin-sealing engine controller whose productivity is made high, which is miniaturized and thinned, and whose reliability of heat resistance, heat dissipation, earthquake resistance, and waterproof property is improved; and to provide a manufacturing method of the controller. SOLUTION: A flexible substrate on which various electronic components are loaded, a connector and a metal base are integrally formed by using a solid epoxy resin system molding material at a temperature comprising an inorganic filler, and an outer terminal of the connector is vertically arranged with respect to the flexible substrate.
