SOLUTION: Maximum displacement quantity between second flanges 35 to the vessel axis direction following pitching is assumed as X, a value of length of a container 3 in the vessel axis direction subtracted from distance between the second flanges 35 to the vessel axis direction α1, a value of length of the container 3 in the vessel board direction subtracted from distance between first flanges 33 to the vessel board direction α2, negative length tolerance of the container 3 in the vessel axis direction β1, negative length tolerance of the container 3 in the vessel board direction β2, safety margin length in the vessel axis direction M1, and safety margin length in the vessel board direction M2. Then, length L1of the first flange 33 in the vessel axis direction is set based on X+α1+β1and M1. Length L2of the second flange 35 in the vessel board direction is set based on α2+β2+M2.
