Zusammenfassung:PROBLEM TO BE SOLVED: To achieve time-based train reservation service that is practical even during rush hours. SOLUTION: A time zone-section counter 1035 retains the number of reservations during each time zone and for each section. A train-section counter 1055 retains the planned number of passengers on each train for each section. A reservation accepting part 1120 accepts a reservation request. A reservation availability determining part 1200 retains the probability information of each train selected by a passenger during each time zone for each section and retains the number of seats on each train. The reservation availability determining part 1200 then predicts the number of occupied seats on each train for each section on the basis of the number of reservations in the time zone-section counter 1035 and of the probability information, and allocates a portion of the predicted number of boarding applicants to another train that is different from the train included in the reservations and that is within the time zone included in the reservation request, so that the number of passengers on each train for each section is not more than the number of seats on each train.
