Zusammenfassung:	PROBLEM TO BE SOLVED: To improve fuel consumption using a heat storage system for temporarily storing engine cooling water in a heat insulating state. SOLUTION: An engine ECU carries out a program including a step (S110) of detecting an engine cooling water temperature if idling stop conditions other than the engine cooling water temperature are established (Yes in S100), and steps (S150, S160) of outputting an operation command to an electric water pump and outputting a command to put a flow control valve in a fully open state to allow cooling water to pass through a radiator by-pass passage when the engine cooling water temperature is not higher than an idling stop low temperature side threshold (Yes in S120) and a heat storage tank water temperature is sufficiently high to the engine cooling water temperature (Yes in S130).
