Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a cosmetic having a good emulsion state, hardly being changed by temperature and with time, and having fresh sense of use on application and good spreadability even as a water-in-oil type emulsion cosmetic which tends to be oily and to cause sticky sense of use by formulating solid or semi-solid oil component targeting improvement of emulsion stability. SOLUTION: The water-in-oil type emulsion cosmetic is prepared by emulsifying an aqueous phase component comprising constituent components of (B) a water-soluble polymer and (E) water, and an oil phase component comprising constituent components of (A) a hydrophobic silica and (D) an oil with a constituent component of (C) a lipophilic surfactant having ≤7 HLB value.
