PROBLEM TO BE SOLVED: To provide new services by undertakers which provide digital signals. SOLUTION: Encoded data read out of a recording medium 19 by a reading and recording section 35 are temporarily stored on a hard disk 32. An additional information detection section 39 discriminates a block where a surplus bit is generated and additional information is added to (superposed on) the surplus bit out of respective blocks of the encoded data temporarily stored on the hard disk 32 and extracts the added additional information. The extracted additional information is sent to a main controller 31 and used to decide the distribution source of the read out encoded data. Alternatively the extracted additional information is transmitted to a main server 10 through a communication section 40 and used by the main server 10 to specify the distribution source.
