Zusammenfassung:PROBLEM TO BE SOLVED: To provide a fluid heating device having high heating efficiency, based on reduction in a pressure loss especially and safe and simple structure and to provide a heating system capable of incorporating a part of a conventional system by installing the heating device. SOLUTION: This fluid heating device is provided with an outer cylinder 150, having a first end part 110, an intermediate part 120 formed of an insulator, and at least a second end part 130 which are arranged in the axial center X direction, in this order, a high-frequency current heating coil 160 wound around the outer circumference of the intermediate part, a pillar-shaped metal heating element 170, which is arranged inside the outer cylinder, extendedly mounted on at least one side in both end directions from a position corresponding to the intermediate part with respect to the axial center direction, and heated by the high-frequency current heating coil, a fluid flow passage 180 formed between the inner circumferential face of the outer cylinder and the outer circumferential face of the metal heating element at a fixed distance, and a fluid inlet pipe 50 mounted to a cylindrical part in the first end part.
