SOLUTION: The hair tonic or growing agent comprises (A) flavanonols, (B) an eucalyptus extract and (C) menthol. Trans-3,4'-dimethyl-3-hydroxyflavanone is preferably used as the flavanonols. The hair tonic or growing agent comprises, preferably, (A) 0.001-1 wt.% flavanonols, (B) 0.0001-0.5 wt.% (as solid content) eucalyptus extract and (C) 0.001-10 wt.% menthol.
