PROBLEM TO BE SOLVED: To provide an operational control system which can built easily and flexibly activity environment corresponding to an activity procedure for every consumer, and can manage the activity based on an original activity standard. SOLUTION: The operational control system 1 for managing a subject which receives a request from a consumer comprises a data base 20 which registers at least the above-mentioned subject; an activity pattern registering means 12 which registers a series of activity procedures as an activity pattern, for every activity stages of the subject; an activity pattern selected measures 13 to choose the activity pattern which corresponds to a subject registered into a data base; an activity content generate measures 14 to generate the activity content for every subject according to the selected activity pattern; and the activity content management tool 15 which performs administrative about the activity content for every subject.
