Zusammenfassung:PROBLEM TO BE SOLVED: To provide a small and simple exhaust emission control device capable of highly efficiently and inexpensively performing simultaneous removal of NOx, soot and hydrocarbon in exhaust gas from an internal combustion engine etc. including oxygen at low temperature, even when the exhaust emission control device is a dry type and uses no ammonia, urea and a catalyst, and an exhaust emission control method and a manufacturing method of the exhaust emission control device. SOLUTION: The exhaust emission control device 1 is provided with an oxygen sensor 10 or an air fuel ratio sensor 10' arranged on an exhaust passage 5 of the internal combustion engine 11, having an adsorbing filter 7 and a plasma reactor 6 arranged on the exhaust passage 5 or outside the exhaust passage 5, and detecting oxygen concentration in exhaust gas; and an electronic control part 9 making the adsorbing filter 7 perform emission control when the oxygen concentration detected by the oxygen sensor 10 or the air fuel ratio sensor 10' exceeds a predetermined value, and reducing the oxygen concentration in exhaust gas and operating the plasma reactor 6 when adsorption amount of the adsorbing filter 7 exceeds a predetermined value.
