SOLUTION: The information storage device 2 has a display means 21 for displaying identification information about the information storage device, an opening/closing control means 22 for receiving a result of certification certified by a management server 3 by using identification information and device information about a device 1 accessing the information storage device 2 and for controlling a door of the information storage device to open/close, and a radio wave emitting means 23 for emitting radio wave to an information medium in the predetermined timing and for receiving a response signal from each of IC tags added to the information medium and for transmitting the received response signal to the management server.
