SOLUTION: A unique ID is determined by a database for certification so that transmission and reception between specific tags having a controller arranged on a fixed side and a unique ID arranged on a mobile side such as a person and a vehicle are carried out by an optical signal and/or a radio wave, certification of an position ID and a tag ID is carried out. Consequently, crime prevention management is carried out by the determination of certification and determination results on the basis of biometrics authentication database recorded as personal information.
