SOLUTION: The safe quinolonecarboxylic acid-based compound having high antimicrobial activity is a 1-(2-fluorovinyl)quinolonecarboxylic acid derivative of general formula (1) having a 2-fluorovinyl group as the new substituent on its 1-site or a salt thereof or hydrate thereof.
