Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a wetting agent and a dispersing agent which can be custom-made to not only the fields of paints and coating but also wider fields of use as much as possible. SOLUTION: This invention is with regard to a copolymer obtained by copolymerizing (a) 1-80 mol% of at least one ethylenic unsaturated 1, 2-dicarbonic acid derivative, (b) 2-80 mol% of at least one 12-30C unsaturated monocarboxylic acid derivative, (c) 1-90 mol% of at least one polyalkyleneoxyallyl ether having a number average molecular weight of not more than 5,000, and (d) 0-30 mol% of an unsaturated monomer other than (a), (b) and (c), and a reaction product among the copolymer, ammonia, an amine, water, an alcohol, an aminoalcohol, and/or an alkali metal hydroxide or an alkaline earth metal hydroxide.
