PROBLEM TO BE SOLVED: To generate specifications of capacity information about a data processing system depending on the hardware configuration of the data processing system in an execution environment and on the operating state of the system. SOLUTION: A transmission command generation part 432 creates acquisition commands for acquiring capacity information about predetermined functions of a data processing system by reference to protocol specification data held in a protocol specification holding part 42, and transmits them to an LBP 45. Return commands to the acquisition commands are captured and the return commands are analyzed to extract capacity information. From the capacity information and the protocol specification data held, a specification data creation part 441 creates specification data on the plurality of functions of the LBP 45, and a file output part 442 outputs the created specification data as a file.
