IMAGE PROCESSING METHOD AND APPARATUS

PROBLEM TO BE SOLVED: To provide an image processing apparatus which converts an interlaced image signal into a progressive video signal while keeping a visual resolution sense in a still region and suppressing a sense of flickering in a motion region. SOLUTION: In an image processing apparatus (AIP) which converts interlaced image information into progressive image information and limits bands of progressive video signals and performs MPEG coding processing on band-limited coded image information, a filter (102) performs band limiting processing on progressive image information using a rate control signal instructing the suppression of high frequency components contained in the inputted coded image information and a still/motion region discrimination result that is the information of a correlation between fields of an interlaced image for each pixel generated in an IP conversion processing step in order to control a generation code amount of a coded output of the MPEG coding means.
