The block member is engaged so as to interlock with the opposed end part to each of the expansion ring. The turning of the bolt in the first direction drives the block member simultaneously along the bolt to expand the expansion ring radially and the turning of the bolt in the opposite second direction drives the block member facing mutually along the bolt to shrink the expansion ring radially.
