Zusammenfassung:	PROBLEM TO BE SOLVED: To select an optimum coding mode corresponding to a moving image, to perform encoding in the selected coding mode, and to record or transmit an encoded code. SOLUTION: The present invention relates to a method and apparatus for adaptively selecting a coding mode for video encoding systems using the techniques of predictive coding, interpolative coding, motion compensation, discrete cosine transformation (DCT), adaptive quantization, or variable length coding. In one system, for example, a value related to an amount of total code, which is composed of a video code corresponding to video data and its coding parameters, is determined for each of allowable coding modes, respectively, and a coding mode for the relevant video data is selected based on the amount of code of each coding mode.
