Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a rail/land operating machine having an emergency escape means capable of performing less-labor and fast escape of the rail tractor operating machine out of the rails when the machine stops in its operation due to a certain trouble of a hydraulic power unit. SOLUTION: There is provided an upward or downward moving frame 10 that can be moved up and down by a driving device projecting forward or rearward of the frame of a ground running vehicle. Rail running wheels 13 are installed at the right side and the left side of the upward or downward moving frame 10. The upward or downward moving frame 10 is provided with lateral towing devices 15 having lateral towing wheels 18 directed laterally in such a way that its upper or lower position can be changed.
